Exchanging a foreign driving licence for a UK one is one of the first practical tasks facing new residents who already know how to drive — and whether you can do it without retesting depends entirely on which country issued your original licence. This guide walks through exactly who qualifies for a direct swap, the full D1 application process, the fees involved, and what to do if your country isn’t on the exchange list.
Quick Answer: Can I Exchange My Foreign Licence for a UK Licence?
If your licence was issued in the EU, EEA, or a “designated country” (including Australia, Canada, Japan, New Zealand, South Korea, Singapore, and Switzerland, among others), you can exchange it for a UK licence directly, without sitting a theory or practical test. If your country isn’t on that list, you can drive on your existing licence for up to 12 months as a UK resident, after which you must pass the UK theory and practical tests to keep driving legally.
Who Can Exchange a Foreign Driving Licence Without Retesting?
The DVLA (Driver and Vehicle Licensing Agency) operates a tiered system based on where your licence was issued:
| Licence Origin | Can You Exchange Without a Test? | Fee |
|---|---|---|
| EU / EEA countries | Yes | Free (for licences issued after 1 Jan 1976) |
| Designated countries (see list below) | Yes | £43 |
| All other countries (USA, India, Pakistan, China, Brazil, Nigeria, most Middle Eastern and African nations) | No — must pass UK theory + practical tests | N/A |
Commonly Cited Designated Countries
Australia, Canada, Japan, South Korea, Singapore, Hong Kong, New Zealand, Switzerland, Gibraltar, Barbados, Zimbabwe, Monaco, Andorra, Taiwan, Ukraine (with an extended residency window), the UAE (with an additional verification letter), and — since a August 2025 agreement — Moldova.
The designated list is periodically updated through bilateral agreements, and different secondary sources don’t always agree on every entry. Before you start, always verify your specific country’s current status on the official GOV.UK exchange page rather than relying on any single guide, including this one.
How Long Can You Drive on a Foreign Licence in the UK?
Once you become a UK resident, you can generally drive on your valid foreign licence for up to 12 months from the date you took up residence — not from the date you first entered the UK on a visit. After this window closes:
- Designated country holders must complete the exchange to keep driving legally.
- Everyone else must have applied for a UK provisional licence and be working toward passing both the theory and practical tests.
A few nationalities get longer transitional periods — Ukrainian licence holders, for example, can typically drive for several years depending on their immigration permission, and it’s worth checking your specific visa route if this applies to you.
Step-by-Step: How to Exchange Your Foreign Licence for a UK One
- Confirm your eligibility. Check the official GOV.UK exchange page to see whether your issuing country is currently designated.
- Get form D1 (“Application for a driving licence”) from a Post Office that offers DVLA services, or download it from gov.uk.
- Gather your documents. You’ll typically need:
- Your original foreign driving licence (not a copy)
- A valid passport or Biometric Residence Permit
- A passport-style colour photo
- Proof of UK residency (a recent utility bill or bank statement)
- A certified English translation, if your licence isn’t already in English (required for Japanese licences, for example)
- A Licence Data Verification Letter, if exchanging a UAE licence
- Complete the D1 form in black ink, using the exact details shown on your identity documents — mismatched names are one of the most common causes of rejection.
- Pay the fee. £43 for designated-country exchanges (free for most EU/EEA licences), payable by cheque or postal order made out to DVLA. Never send cash.
- Post everything to DVLA, Swansea, SA99 1BT, using recorded or tracked delivery — your original licence and identity documents will be inside the envelope.
- Wait for processing. This typically takes around 3 weeks, though it can run longer during busy periods.
- Receive your UK photocard licence. Check your name, date of birth, vehicle categories, and any restrictions the moment it arrives, and contact the DVLA immediately if anything looks wrong.
What Happens to Your Original Foreign Licence?
In most cases, your original licence is not returned to you — non-EU licences are typically sent back to the issuing authority in your home country, and you should assume you’re surrendering it permanently. If there’s any chance you’ll want to drive on it again in your home country later, it’s worth checking with your original licensing authority about getting a replacement before you send yours away.
Manual vs Automatic: A Common Surprise
If your foreign licence doesn’t clearly show whether you passed your test in a manual or automatic vehicle — a gap that affects licences from parts of Australia and elsewhere — your new UK licence may be automatically restricted to automatic vehicles only, unless you can provide separate evidence that you passed on a manual car.
If Your Country Isn’t on the Designated List
You’re not without options — you simply follow the same route as a first-time UK learner:
- Apply for a UK provisional driving licence.
- Book and pass the UK theory test (£23) — see our full theory test guide for pass marks and preparation tips.
- Book and pass the practical driving test (£62 on weekdays).
The good news: your existing driving experience still counts. Many newcomers from non-designated countries need only a handful of refresher lessons to adjust to UK-specific rules and driving on the left, rather than starting from zero.
Frequently Asked Questions
How much does it cost to exchange a foreign driving licence for a UK one?
£43 for designated-country licences, paid to the DVLA by cheque or postal order. Most EU/EEA exchanges are free.
How long does the DVLA licence exchange take?
Around 3 weeks on average, though it can take up to 6 weeks during busier periods.
Can I drive in the UK while I wait for my licence exchange to be processed?
Generally no — once the DVLA holds your original licence, you shouldn’t drive until your new UK licence (or your original, if returned) is in hand. Time this carefully if you rely on driving day to day.
What if my country isn’t on the designated exchange list?
You can drive on your existing foreign licence for up to 12 months as a UK resident. After that, you’ll need a UK provisional licence and must pass both the theory and practical tests.
Do I need a certified translation of my foreign licence?
If your licence isn’t in English, yes — some countries, including Japan, require an official translation submitted alongside your D1 form.
Will I get my original foreign licence back after exchanging it?
Usually not. Non-EU licences are typically returned to the issuing authority in your home country rather than back to you.
